The Treasury stopped swapping One Dollar Silver Certificates for One Dollar Peace and Morgan Dollars in 1964. The Treasury was sitting on 2.9 Million Carson City Dollars. Eight years later, the General Services Administration, GSA was commissioned to sell off the remainder of silver dollars to the general public. The GSA encapsulated each CC Dollar and packaged each in a blue velvet lined box accompanied by a  small card describing the history of Carson City Dollars. Some of the boxes are labeled, Uncirculated and others labeled, Silver Dollars.  In truth, both groups are uncirculated. The non-numismatists in charge of the sale culled out the tarnished coins and the ones with bag marks as circulated.
